Chairman, Member of the Credit Committee
Upon joining Vector Financial in 1973, Frank became a driving force behind the enterprise, expanding the scope of Vector’s services to include land development, real estate acquisition and property management both in Canada and the United States. Having steered the company for over 40 years Frank has gained valuable insight into real-estate industry and its participants as well as the first-hand experience of highs and lows of real-estate markets. In 2017, Frank stepped back from day-to-day operations of the firm but remains a standing member of the credit committee weighing in on the loan approval process and providing guidance as required.
President, Member of the Credit Committee
Following graduate school in 1991, Mitchell worked in a series of roles in private companies specializing in real estate ownership, commercial mortgage syndication and property management including Vector Financial. Between 2004 and 2012, Mitchell undertook advisory role at both a boutique investment dealer and a bank-owned dealer, obtaining an
IIROC designation and diverse securities experience before re-joining Vector in 2017 where he continues to apply market-appropriate strategies to the oversight of Vector’s loan portfolio. Mitchell serves as a member of the credit committee.
From 2013 to 2025 Mitchell served on the board and as a National President, Canadian Associates of Ben-Gurion University of the Negev, an organization dedicated to supporting one of Israel’s leading research universities.
Managing Director, Member of the Credit Committee
Having worked for a well-known Montreal based development company, Noah gained experience in land and condominium development, its underwriting and financing. After moving to Toronto, he spent the last 15 years in the alternative lending markets, originating and structuring debt and equity transactions for some of Canada’s most prominent private lenders, Mortgage Investment Corporations (MICs) and equity funds. Noah joined Vector in 2016 and, using his diverse network of real-estate connections, is in charge of loan origination in addition to being a member of the credit committee. Now married with 2 children and the proud owner of an over-sized dog, Noah graduated with a masters of Business Administration from the Richard Ivey School of Business in 2005.
Director, Member of the Credit Committee
Richard has been involved in the real estate industry since graduating from the University of Western Ontario, having worked for several large Toronto developers over the years. Richard currently oversees Vector Management Limited, a related company dedicated to the management of commercial properties in the Greater Golden Horseshoe area.
He is a standing member of the credit committee.
Senior Vice President, Underwriting and Asset Management
Rob joined Vector in 2015 with more than 25 years of experience in the real estate industry with roles in asset management, finance, accounting, and overseeing investments on behalf of both private and institutional investors. During his career, Rob has dealt with most every real estate asset class, in all stages of development and operation, and through several market cycles, including a significant number of workout situations. At Vector, Rob oversees the underwriting and asset management department, providing consistent and meticulous analysis and guidance to the members of the credit committee.
Director of Finance
Upon obtaining his Certified General Accountant (CGA) designation Roy’s career centred on the real estate industry including experience in the development of residential subdivisions and a management of a commercial heritage complex. After joining Vector in 2003, Roy took charge of setting up and maintaining internal accounting software, internal controls and taxation. Roy keeps a watchful eye on all aspects of financial reporting for the Vector Financial trust account and operations.
Chief Operating Officer
Katrina joined Vector Financial in 2017 following several years at a Toronto-based commercial mortgage syndicator and developer, where she led administration and investment processes. With a background as a business consultant focused on efficiency and optimization, Katrina brings a grounded and strategic lens to operations, compliance, and investor engagement.
As Chief Operating Officer at Vector, Katrina oversees the firm’s day-to-day operations, leads the investor relations team, and ensures compliance with FSRA and securities regulations. She plays an integral role in shaping operational and investment strategies as well as evaluating the role of emerging technologies.
As a registered dealing representative, Katrina regularly engages with investors and advisors, staying informed of evolving opportunities in the commercial mortgage space and helping clients align investments with their long-term goals.
Chief Financial Officer
Scott is an accomplished financial executive with 30+ years of senior management experience in several diverse industries (entertainment, telecommunications, service, and real estate) operating in many different organizational structures (private, public, start-up). At Vector Financial, Scott Ball assumed a pivotal role in 2021, spearheading the successful launch of Vector Mortgage Trust, demonstrating his strategic acumen and deep understanding of the financial landscape. Scott oversees financial reporting, ensuring transparency and accuracy in all fiscal matters. Furthermore, Scott plays a vital role in fostering strong relationships within the organization, acting as a liaison between Vector Financial and trustees, as well as the fund administrator.
Investor Relations Associate
Teisha brings 8 years of experience having worked for a Toronto-based boutique investment advisory firm, where she was in charge of business development and client services. Having worked with a variety of investor types, from family offices to pension funds, Teisha has experience with a multitude of investor inquiries, including setup of RRSP/RRIF & TFSA accounts, regulatory compliance, and portfolio diversification. Having recently obtained a Dealing Representative designation, Teisha is at the forefront of new mortgage opportunities at Blue Couch, an exempt market dealer authorized to sell Vector investments, and she can assist investors in selecting loans as well as maintaining their account documentation.
Associate Vice President, Underwriting and Asset Management
Ted joined Vector in 2021 as part of the Underwriting and Asset Management team. He is responsible for assessing a wide array of investment opportunities as well as delivering detailed analysis to assist Credit Committee members in making critical decisions. Prior to joining Vector, Ted worked at a well-known Commercial Real Estate Services company, where he specialized in conducting valuations, consulting and feasibility studies on development land as well as other assets across Ontario. Ted holds a Bachelor of Commerce degree from the University of Guelph in their renowned Real Estate program. Additionally, he is an Accredited Appraiser and holds the AACI designation from the Appraisal Institute of Canada.
Vice President of Business Development
David’s role at Vector is to source commercial mortgage loan investments across Ontario.
David was formerly a Vice President, Business Development for a private Ontario based commercial mortgage lender where he was responsible for structuring and sourcing syndicated mortgage transactions across Canada. David has nine years of mortgage origination and lending experience with a deep understanding of senior and junior debt structures for development and construction projects.
David holds an Honours Bachelor of Commerce degree from the University of Guelph.
Director, Fund Operations and Governance
Janice joined Blue Couch in 2024. Prior to that, she was with a well-known private equity firm where she oversaw the operations of its flagship fund, including cash management, capital planning, performance reporting, regulatory compliance and providing strategic financial insights to support business growth. At Blue Couch, Janice continues to lead these functions to support investment funding and distributions. She holds the CFA and CPA designations and earned her Bachelor of Commerce from the University of Toronto.
Vice President, Institutional Sales
Dianna Price brings over 30 years of experience in the distribution of investment mandates and custody services to institutions, family offices, and advisors across Canada. Throughout her career, she has held senior roles in Investor Relations and Business Development with Canadian and international investment managers, alternative asset firms, and a leading global custody bank.
In 2025, Dianna joined Vector Financial as part of the firm’s strategic initiative to expand the distribution of its investment mandates through institutional and third-party channels.
Dianna has served on the board of the Private Capital Markets Association of Canada and currently sits on the board of Crescero Natural Capital. She is a passionate advocate for the growth and success of emerging investment managers.
Loan Accountant
Kit joined Vector in 2024 to assist with the operational cycle of maintaining Vector’s portfolio of commercial mortgages. Kit’s responsibilities include maintaining and updating the information on Vector’s loan management system, assisting with cash management and remittances to investors, and liaising with internal departments and borrowers for loan monitoring. Prior to Vector, she worked in the Auditing department at a public accounting firm with clients primarily in the financial investment sector, including another mortgage investment company and several investment advisor firms. Kit holds a Masters of Accounting from the University of Waterloo and is a Chartered Professional Accountant (CPA).
